It appears the Weather.com URL has changed and it's just trying over and over to get it. Change http://xml.weather.com/weather/local/ to http://wxdata.weather.com/wxdata/weather/local/ in the skin files.
Curious... Why would Rainmeter have a constant, inbound stream of 6Mbps when this skin is loaded?
